I went into the BootCamp folder on the USB 2 installation drive and ran Setup again. Then I did many rounds of Windows Update and eventually wound up with an updated SP1 installation. I used BCA to create a USB 2.0 Win 7 install disk with BCA-selected boot camp drivers, and BCA ran the Boot Camp installation normally right after Windows installation.
